The standard allows different manufacturers to make tags and readers that work together so a wide range of products are available. If an RFID-tag is in range the blue led will light up and there should be bytes output on the serial. I added an extra TTL converter to get the reset pin to ground, which will reset the RFID. This way I can see how long the tag is still in range. Basically, connect the grounds of both together and connect the scanner tx to the Rx pin of the Arduino/pi. But! I don't think the raspberry pi has 5v tolerant pins, so if you're using that you'll need to level shift.
