The RFID technology in Buzzcards is proprietary and doesn’t have a library for creating those signals on NFC. If you want to emulate the magstripe, it should theoretically be possible, but IIRC Samsung pay (which uses magstripe emulation/MST) is very very locked down to prevent use by card thieves.
You can use an Arduino and an HID reader (again off of ebay) in order to grab the buzzcard ID. There is some minor decoding involved, since the card has both a "facility code" and a "card code". There is source for this located here: http://www.pagemac.com/projects/rfid/arduino_wiegand .
